Xi'an Lintong district housing and Construction Bureau office staff also confirmed to reporters that because the project did not obtain land formalities, it is also difficult to handle construction permit procedures. That is to say, the "Clothing Industrial Park", which is the two key project in Xi'an and Lintong, occupies a huge volume and is suspected of being unauthorized.
What is fishy is that the relevant departments of the project place default on its construction and sale.
Industrial real estate in tourist areas

The logo shows that the project is "Xi'an (Wenzhou) garment industrial park". Several industrial plant buildings are being built in its clothing industry park, of which a building has been capped. In the vicinity of the garment industrial park construction projects, a large number of barren farmland have been occupied and left behind as the subsequent construction land for the project.
The gate of the industrial park is about 500 meters east. Attract investment The centre has already opened for business. Marketing investment personnel said that the sale of their factories and commercial housing projects have 50 years of property rights. However, in the investment center, reporters did not see the project's suspension of publicity related land, construction and many other approvals.
As a matter of fact, the above garment industrial park project is an industrial building project with large volume and deformation. According to the public information of the project, the garment industrial park is jointly invested and developed by Shaanxi Wenzhou chamber of Commerce, Shaanxi clothing association and Shaanxi Chuang yuan industrial group.
The industrial park is also a key construction project in Xi'an and Lintong. The overall plan for the project is 1000 mu, the total investment is estimated at 3 billion yuan, the first phase development is 300 mu, the construction area is 430 thousand square meters, and the total investment is 1 billion yuan. The project covers 320 thousand square meters of garment processing plant, 60 thousand square meters of trading platform, 30 thousand square meters of life support, 20 thousand square meters of fabric accessories market. According to the promotional materials provided by the industrial park investment center, the project can accommodate more than 100 garment production enterprises and create a three-dimensional service platform in product design and development, fabric purchasing, processing and warehousing, leading the development of the small and medium-sized garment enterprises in Northwest China, and improving the integration of the garment industry chain. It is estimated that the annual output value of the project will reach 5 billion yuan and provide more than 3 jobs.
According to the official website of the clothing industry park, the industrial park is composed of a center and four bases. One center is business office life supporting service center; the four bases are raw materials respectively. accessories Distribution area, garment manufacturing and processing area, clothing wholesale trading area, logistics distribution area, is committed to become the largest clothing trade center in Northwest China. At that time, we will realize the modern service functions of clothing and textile manufacturing, garment accessories, warehousing and logistics, large-scale wholesale and retail markets and leisure shopping. At the same time, it also takes into account traditional service functions such as life shopping, entertainment and leisure, medical education and so on.
Its industrial form is also known by local media not only to fill the gap of the northwest garment industry park, but also to add new forces to the western fashion industry, and will become a booster for the development of the western fashion industry.
However, after nearly a year's construction of the project, the investment promotion project in the local tourism and business development zone has not yet obtained land formalities, nor has it obtained relevant construction approval.
According to local media reports, the garment industry park was officially launched in August 19, 2015. At the foundation laying ceremony, Liu Wenbao, chairman of Shaanxi Chuang yuan industrial group, said that building a garment industrial park has always been his dream.
It is understood that, as a Wenzhou businessman who came to Shaanxi for business in the 80s and 90s of last century, Liu Wenbao started his clothing business in Lijia village garment city of Xi'an city and started to build the idea of industrial real estate project for garment enterprises. That is, the development of the standard factory buildings, apartments and other projects in the park, and then attract small and medium-sized garment enterprises to be settled in the form of sale and rental. The standard clothing factory built in the industrial park has 50 years of full property rights. At present, several Wenzhou businesses have signed up. At the same time, in addition to the traditional financial platform, human platform, marketing platform, brand incubation platform, logistics platform, etc., the park will also build a unified online shopping mall, through e-commerce platform, to help brand businesses to open up the global e-commerce sales chain.
A deputy director of the Management Committee of the Lintong tourism and Business Development Zone, Xi'an, said to the newspaper reporter: "this is a key project. From another perspective, the garment industrial park is actually a deformed "real estate project".
However, the industry believes that the nature of the above garment industrial park is industrial land, and the land use life of the standard factories and commercial real estate sold and sold will be 50 years of industrial land. However, its industry is not an industrial project, because it is mixed with deformed real estate projects, and even in the future, even the small and medium-sized garment enterprises with production and processing type are not strictly industrial enterprises. To be exact, it should belong to the industrial park of small and medium-sized garment enterprises.
The deputy director of the administrative committee of Xi'an Lintong tourism and Business Development Zone believes that the garment industrial park is an industrial project, and the local government also allows the construction of the project to complete the relevant procedures in accordance with its own economic development needs. The deputy director also said: "if the related formalities such as enterprises are fully constructed, the business opportunities of enterprises may be missed."
In fact, this reporter confirmed from the Lintong branch of the Xi'an Municipal Bureau of land and resources that the above mentioned garment industrial park was suspected of not having been awarded the first construction. However, the Bureau of law and regulation said that the related land was moving through the procedure, so there was no penalty for the park. The staff of the office of the housing bureau of Lintong District indicated that they would reply to reporters later after the registration of journalists. But by the time of press release, the time has passed for a week and no reply has been received.
Another problem is that the Industrial Park advertised 1000 acres of planning, and its follow-up projects in fact covered the entire project with the first phase of the project. If the next follow-up project is to go through the land formalities, it will also be suspected of breaking the law.
This reporter learned from the above investment center that the first phase of the industrial park has already covered 100 thousand square meters of standard factory buildings. But at the time of our reporter's field visit in May 30th, the industrial park failed to obtain the key points such as the state land use permit and the construction project license. However, through a reporter's visit to the competent departments of Lintong tourism and Business Development Zone, it was found that the relevant departments were also suspected of "excessive protection" for the key project, and the "default" violation did not act.
In addition, through the enquiry of the national enterprise credit system, the above garment industrial park operation company Shaanxi Chuang Yuan Industrial Development Co., Ltd. was founded in 2009. Initially, the registered capital was only 20 million yuan. After several capital increase, the registered capital was 122 million yuan. In addition to three natural persons, Liu Wenbao, Lin Wenxuan and Chen Yingpan, the shareholders of the company have another legal person shareholder, the economic Technology Development Company of Lintong District, Xi'an. When the reporter contacted the company to learn about related issues, the above merchants said that the company leaders could not contact.
The industrial and commercial registration information also shows that the economic Technology Development Company of Lintong District of Xi'an is a state-owned enterprise under the Management Committee of Xi'an Lintong tourism and Business Development Zone, which is mainly engaged in real estate development and industrial district construction.
