China Employment Market Prosperity Index (CIER) ReportStructural ContradictionsEmployment

During his recent visit to Anhui, President Xi Jinping stressed that the current downward pressure on the economy has increased. In the future, with the structural reform of the supply side continuing to push forward, some workers will be laid off. They should pay more attention to the employment problem, create more jobs, implement and improve aid measures, and help people with employment difficulties to obtain employment as soon as possible through various channels.

President Xi's statement clearly highlights the gravity of the domestic employment situation at present and in the coming period.

The latest report on China's job market prosperity index (CIER) shows that since the first quarter of 2015, the employment market in China has been showing signs of cooling, and the employment market sentiment index has continued to decline.

Especially in the first quarter of 2016, the index dropped to 1.71, which was significantly lower than the same period last year.

From Zhaopin recruitment big data, in the first quarter of 2016, the total online demand grew by only 4%, much lower than the 19% growth rate in the same period last year.

But at the same time, the unemployment rate released by the National Bureau of statistics in March was only about 5.2%, slightly higher than that in February, and the two reports were very different.

In fact, many service areas in China contain a large number of employment opportunities. For example, in the field of nursing care for the aged, there are a large number of nursing staff in China, and there are millions of related gaps.

Especially those who have excellent nursing skills, understand the psychological characteristics of the elderly and have rich social knowledge, are very popular in the market, and their wages are often higher than the average wage in the society.

Unfortunately, due to the extreme shortage of education and training resources in our country, many young people can not see the value of this kind of work and are unwilling to endure hardships, resulting in the development of the nursing industry not only at a low level, but also in poor employment.

In the ANBOUND research team, the contradiction between structural unemployment in China is very prominent, which is the fundamental reason for the huge difference between the two data.

On the one hand, the traditional manufacturing industry, especially the overcapacity industry, has a large number of employees already or will be laid off, with a total scale of 6 and 7 million. On the other hand, the service industry is facing a serious problem of recruitment difficulties.

In fact, due to the long-term implementation of the family planning policy and the return of migrant workers and other factors, the overall labor supply in China has been greatly reduced, and the overall labor gap is expanding. In recent three years, the new labor force in China has decreased by about 10000000.

Ceng Xiangquan, director of the China Employment Research Institute of Renmin University of China, after inspecting some coal and iron and steel enterprises in Shanxi, pointed out that there are still serious problems in China.

Invisible unemployment

"The question."

Although many state-owned enterprises have low production efficiency and deteriorating efficiency, the redundant personnel in enterprises have risen sharply.

Labor Contract Law

"Factors", enterprises can not lay off workers, the current is mainly through the compression of wages to ensure the stability of the number of employment.

Some enterprises only send basic wages to workers, while working hours and wages are decreasing, and the quality of employment has declined significantly.

In this process, state-owned enterprises actually take the responsibility of protecting the lowest living standard of workers, instead of social security. But if enterprises can not last, the resettlement and reemployment of these workers will eventually rely on social forces.

Although the state has also promulgated some policies and measures, many local governments do not seem to be well prepared.

It is the responsibility of local governments to help people with employment difficulties through various channels. Some experiences abroad can be used for reference.

The German government was able to provide substantial and effective content in the face of the large number of layoffs in Ruhr.

Vocational training

And employment guidance, through continuous efforts, effectively solve the unemployment problem.

At present, many local governments and financial institutions are still providing overprotection for inefficient state-owned enterprises, especially zombie companies, not only at the economic level, but also in the development of laid-off resettlement, ANBOUND said.

This urgent need for local governments to change their work ideas and introduce more effective employment service policies and measures; on the other hand, those laid off workers, especially those from state-owned enterprises, should also change their employment concepts and remove their previous iron rice bowl ideas.

Only by working together can we gradually release the potential large-scale unemployment risk and reduce the social pain in the economic pition period to the lowest possible extent.

Before these problems have improved significantly, we can not think that the employment situation in China is improving.

In addition, we must see that small and micro enterprises have become the main channel for China to absorb employment.

Data show that, in the first quarter, the demand for small enterprises (enterprise scale 20-99 people) exceeds the national average growth rate (4%), reaching 14%, while the demand for micro enterprises (20 of the enterprise size) is 22% higher than that of the previous year.

Therefore, how to further improve the operation environment of small and micro enterprises, enhance their viability and competitiveness, and create more job opportunities, is also an important issue before governments at all levels.

Final Analysis Conclusion: the problem of structural unemployment in China is very serious, and the employment situation has not improved.

It is necessary not only for local governments to change their work ideas, but also to introduce more effective employment service policies and measures.

Let small and micro enterprises inspire more vitality is also a key to create employment.
