On August 28, 2004, the eleventh session of the Standing Committee of the ten National People's Congress voted the electronic signature law of the People's Republic of China, which came into effect on April 1, 2005.
The electronic signature law has given the same legal effect to reliable electronic signatures and handwritten signatures or seals for the first time, and has clearly defined the market access system of electronic authentication services.
At the end of 2004, at the fourth meeting of the informatization leadership group of the general office of the State Council, Premier Wen Jiabao presided over the "opinions on accelerating the development of e-commerce".
The opinions clarified the important role of developing e-commerce to China's national economy and social development, put forward the guiding ideology and basic principles to speed up the development of e-commerce, and put forward a series of specific measures to promote the development of e-commerce.
In March 31, 2005, the State Password Administration Password Administration promulgated the "electronic certification service password management measures".
In April 18, 2005, the China Electronic Commerce Association policy and Law Commission organized the relevant enterprises to draft the "online trading platform service self-discipline standard" officially released.

The "Eleventh Five Year Plan of People's Republic of China", promulgated in 2006, puts "active development of e-commerce" as an important task.

In May 2006, the general office of the CPC Central Committee and the general office of the State Council issued the "2006 - 2020 national informatization development strategy".
In June 2006, the Ministry of Commerce announced the guidance of the Ministry of Commerce of People's Republic of China on online pactions (Draft), effectively avoiding the security problems of pactions faced by online pactions.

The purpose of this opinion is to promote the standardization of e-commerce development, guide trading participants to standardize various market behaviors, prevent market risks, resolve conflicts and promote healthy development of e-commerce.
In April 2008, the Central Committee of the Communist Party of China and the general office of the State Council issued the "11th Five-Year plan" for national economic and social development informatization. This seems to indicate that the national regulatory authorities are beginning to really strengthen the supervision of the third party payment enterprises.
