In order to further enhance the quality and efficiency of Shishi printing and dyeing enterprises and accelerate the sustained, healthy, green and coordinated development of the printing and dyeing industry in Shishi, the following measures are formulated on the basis of the implementation of relevant industrial policy documents of Shishi's printing and dyeing industry transformation and upgrading plan.

Encourage enterprises to be better and stronger

For enterprises newly issued by the Ministry of industry and printing and dyeing enterprises, 200 thousand yuan reward will be given. A reward of 200 thousand yuan for the newly awarded "20 top Chinese dyeing and printing enterprises" was awarded.

Promoting intelligent production

For those projects that invest more than 1 million yuan a year, or install automatic feeding, dyeing chemicals / auxiliaries automatic distribution systems and intelligent warehousing enterprises, they will be rewarded at 15% of the investment amount, not exceeding 1 million 500 thousand yuan.

Improving internal management

Recommend a number of quality enterprises to participate in the textile and garment industry quality improvement action.

Encourage integration of industry and trade

We should encourage enterprises to transform themselves into integration of industry and trade, and gradually increase the proportion of proprietary trade, from commissioned processing to self trading. When the enterprise increases its sales volume in the year of self run trade, it awards 50% of the total contribution of the newly added local economy.

Reduce enterprise cost

After 3 months' stable operation of "one enterprise and one pipe" in the sewerage network of printing and dyeing enterprises, the Shishi Circular Economic Development Co., Ltd. will start the water price assessment as soon as possible, adjust the sewage charges and reduce the cost of the enterprises.

Other matters

1. a single enterprise in the same project is in line with a number of terms. The same terms will be awarded or subsidized with the maximum amount; no similar clauses will be rewarded or subsidized separately, and they will not be deducted from each other. The total amount of subsidy granted by a single enterprise every year is the upper limit of the local economic contribution of the enterprise in the current year.

2. enterprises subject to "two violations" and penalties for environmental protection shall not enjoy the supporting policies of this measure.

3. the preferential policies stipulated in the work plan for transformation and upgrading of the printing and dyeing industry of Shishi are inconsistent with the measures, and the provisions of this measure shall prevail.

4. the measures shall be implemented from the date of issuance, valid until December 31, 2020, and shall be interpreted by the municipal industrial informatization and Technology Bureau in conjunction with the relevant departments in the light of the implementation date of January 1, 2020 to the date of issuance.
