Export Of Epidemic Prevention Materials, Chinese Government Issued The Latest Announcement

On the 25 day, the Ministry of Commerce, the General Administration of customs and the State Administration of market supervision jointly issued a notice to further strengthen the supervision over the export quality of epidemic prevention materials. The full text of the announcement is as follows:

In the special period of global epidemics, in order to more effectively support the international community in coping with the global public health crisis, the measures to further strengthen the quality control of epidemic prevention materials and standardize export order are announced as follows:

First, strengthen the supervision of the export quality of non medical masks. Since April 26th, the export of non medical masks should be in line with Chinese quality standards or foreign quality standards.

The Ministry of Commerce has confirmed the list of non medical mask manufacturers that have obtained foreign standard certification or registration. (www.cccmhpie.org.cn, website of China Health and health products import and Export Chamber) is updated dynamically, and the market supervision administration has provided the list of unqualified medical products and enterprises listed in the domestic market (market supervision Bureau website www.samr.gov.cn update), and non medical masks export enterprises. When declaring the customs, it is necessary to submit an electronic or written joint statement between the exporter and the importer (refer to Annex 1) to confirm that the product is in conformity with the Chinese quality standards or the foreign quality standards. The importer accepts the quality standard of the purchased product and does not apply to the medical purpose. Check and release.

For the procurement contract signed before April 26th, the exporter and the importer shall jointly submit an export declaration to the joint declaration (refer to Annex 1).

Two, further standardize the export order of medical materials. Since April 26th, export products of new coronavirus reagents, medical masks, medical protective clothing, respirators and infrared thermometers which have been certified or registered by foreign countries are required to submit a written statement when referring to customs (refer to Annex 2). The products are in compliance with the quality standards and safety requirements of the importing countries (regions). The list of production enterprises (www.cccmhpie.org.cn) is updated.

The quality control measures for export of above preventive materials will be dynamically adjusted according to the development of the epidemic situation.
