MIIT Notice: In 2019, The Integration Of Manufacturing And Internet Development Pilot Demonstration Started.

To implement The State Council's Guiding Opinions on deepening the integration development of manufacturing and the Internet. (Guo Fa [2016] 28), to further promote the innovation and application demonstration of the Internet based manufacturing technology, mode and format, and the Ministry of industry and information technology August 9th Notice issued Organizing the pilot demonstration of the integration of manufacturing and the Internet in 2019 .

The following matters are notified as follows:

I. pilot and demonstration contents

Focusing on deepening the integration development of manufacturing and the Internet, focusing on the two integration management system implementation standards, key industries, industrial Internet platform, information physics system (CPS), industrial Internet big data application services, industrial e-commerce, Sino German intelligent manufacturing cooperation and so on, we have selected a number of pilot demonstration projects to explore new formats and new models that can be replicated and promoted, and enhance the new transformation and upgrading of manufacturing industry.

Two. Declaration requirements

(1) project participants include manufacturing enterprises, information technology enterprises, Internet companies, telecommunications operators, research institutes or their consortium. 。 The declaration body should have better economic strength, technological R & D and integration and innovation capability. Among them, the manufacturing enterprise has a higher level of digitalization, networking and intelligence, and has better application conditions for the Internet application and system integration. Information technology enterprises, Internet companies and research institutes have large-scale product solutions and experience in providing system solutions for manufacturing enterprises. The declaration body of Sino German intelligent manufacturing cooperation must be registered in China with independent legal person qualifications, including manufacturing enterprises, information technology enterprises, scientific research institutes, industrial parks or their consortium in China and Germany (declaration 2, 3, 4).

(two) pilot demonstration projects are recommended by local industry and information technology departments and central enterprise groups. The 2019 pilot demonstration includes 6 categories and 17 items. Each declaration body can only declare one item, and each declaration project involves no more than 2 pilot demonstration directions. The number of pilot projects recommended by the local industrial and information administration departments is not more than 10. The number of pilot projects recommended by the central enterprise groups is not more than 3. Projects that have already obtained pilot projects in related directions should not be repeatedly declared. The Sino German intelligent manufacturing cooperation direction does not receive projects that only buy products but do not carry out technology transformation and absorption. It is suggested that local governments should make overall arrangements for the direction of project declaration so as to avoid excessive concentration in a certain direction.

(three) the Ministry of industry and information technology has carried out a review on the declaration of pilot projects, and selected pilot projects to identify projects that meet the requirements. The pilot phase is 2 years.

Three, schedule

Before August 31, 2019, the departments in charge of industry and information technology and the central enterprise groups recommended projects.

Before September 30th, the relevant experts were organized to review the declared projects.

Before October 15th, we will confirm the list of pilot projects and publicize them.

Before the end of December, we will carry out annual inspection and effect evaluation of pilot projects, conscientiously sum up practical experience, and publicize and popularize typical practices.

Four, submit mode

Before August 31, 2019, the competent departments of industry and information technology and the central enterprise groups will submit the relevant materials, such as two copies, 2 copies of four copies and electronic versions (CDS), to the Ministry of industry and information technology (information technology and software services). The materials submitted include the declaration of the pilot project for the integration of manufacturing and Internet in 2019 (see Annex 2, 3, 4) as well as the recommendation letter issued by the departments in charge of industry and information technology and central enterprise groups.
