At present, there are more than 2.1 express enterprises in China, with 189 thousand outlets and over 2 million employees.
However, the issue of the express industry also overlapped, and the complaint rate remained high. Last year, the national postal industry consumer complaints center received 1 million 307 thousand complaints, of which the complaints related to the express business were relatively large, and the delay of express delivery and the loss of express accounts accounted for 28.8% and 20.1% of the total complaints.

The reporter noted that when the draft of the express bill was solicited to the public in November 2015, the legislators focused on four major problems: first, there were some practical difficulties in the development of the express industry, such as a large number of terminal outlets, high cost of delivery, weak express infrastructure, and difficult access to express vehicles; two, the safety situation of the express delivery was rather severe, and the incidents of public safety, express safety and user information security were frequent; three, the order of the courier market was not standardized; in the franchising mode commonly implemented by the express industry, there were problems such as low quality of service, unclear responsibility, and increased security risks; four, the relevant rules of the express service were not clear enough, and some rights and obligations between enterprises and users were controversial.
Details such as the legitimate use of the end delivery tools, the tricycle, and the existence of prohibited items in the parcel have aroused widespread concern. Many CPPCC members also made special efforts to investigate the express delivery companies.
Yang Daqing pointed out that express companies have become super reservoirs for personal information and face systemic risks. If they are not prevented early, there is a risk of information reservoirs breaking up, and secondary disasters are hard to gauge.

According to Yang Daqing's statement, the current distinction between the express industry is limited to the express delivery market in a narrow sense, and express delivery services such as Renren express and flash delivery are non standard couriers, which belong to the general express. However, they are not classified into management at present. However, there are differences between express delivery and related instant logistics, similar to the format of express delivery, and express delivery. Although the franchisee mode is already the mainstream of the express market, crowdsourcing mode will grow stronger, and the two formats exist integrated supervision.
