Over the years, China's cotton industry has laid a solid foundation for China to become the world's largest textile and garment producer, exporter and consumer country.

During the "13th Five-Year" period, we should actively promote China's pformation from a big cotton country to a strong cotton country, and realize the pformation of China's cotton production and processing and manufacturing to Chinese intelligence, Chinese design, Chinese quality and Chinese brand.

However, China's cotton industry is still "big but not strong", and there are two problems: on the one hand, China's cotton supply exceeds demand, and many cotton purchasing and processing enterprises are struggling. On the other hand, some textile enterprises can not buy the national cotton that meets the quality requirements.

Establish a cotton industry chain governance mode, innovate rules, mechanisms, methods and activities for managing public affairs in the industry, take value orientation of the whole industry as a whole and common interests, ensure equal dialogue and consultation and cooperation among diversified actors, open up barriers to industry, and jointly cope with the changes and challenges of the whole industry, so as to realize the integration of all elements in agriculture, industry and service industry in China's cotton industry chain, and seamless link between production and service process.
