According to the relevant laws and regulations, the accident investigation team proposed the handling of the responsible units and responsible persons in the "7. 23" accident: giving 54 responsible persons corresponding Party discipline and disciplinary action; instructing the Ministry of Railways and the Ministry of Railways Sheng Guangzu to make a deep inspection of the State Council respectively; and instructing the general number group to make a deep examination to the State Council SASAC; and instructing the SASAC to rectify according to law the general number group company, the general serial company and the subordinate general design institute according to law, and to set up the Control Institute of the general design research institute again, and to impose a prescribed administrative penalty on the relevant units and their principal responsible persons.
