"On the surface, it seems to be a small detail. In fact, it contains the meaning of respecting human rights. Every organ of power can fully respect the rights of citizens in every detail."

He said that although sexual violence is strictly prohibited in prison, the homosexual orientation of prisoners is not interfered without externalization, and the discrimination of prisoners' sexual orientation is also an aspect of human rights protection.

He said that most countries in the world deal with this problem in this way, and do not intervene in spirit, but the freedom of prisoners should be limited in behavior.

Feng Jiancang also said that in previous prison sentences, some prisons reflect the dignity and assurance of prisons.

Feng Jiancang said that to protect the human rights of prisoners, public security, procuratorate, and court staff should establish the concept of respecting the personality of prisoners, and avoid the "impersonalization psychology" of prisoners. For example, prosecutors used to use "words without human nature" and "to vent their desires" to persuade judges to be guilty.

He said that the human rights training work for more than 30 000 prison staff in the country is being carried out step by step. A more than 20 million word "human rights knowledge prison people's reading book", which is edited as a fascicle, will be published in October this year. It is expected to become a teaching material for human rights knowledge of prison system training staff.

"It is a long-term challenge not only to complete the state responsibility for combating and controlling crimes, but also to avoid impersonating the prisoners serving in the correction places," Feng Jiancang said. "The cultivation of prison staff's personality consciousness should be carried out for a long time."

China's criminal law revised in 1997 clearly stipulates that anyone who commits a crime is equal in the applicable law, and no one has the privilege of surpassing the law.

At the same time, China's constitution, prison law, criminal procedure law, the people's police law, state compensation law and other laws all stipulate the rights of prison inmates from different angles.
