China's leather shoes export to Europe is not optimistic.

Although the EU anti-dumping sanctions against Chinese leather shoes will expire in October next year, however, most enterprises worried about 16.5% of anti-dumping duties will not be completely abolished.

Recently, some enterprises said that the EU may not impose anti-dumping duties on Chinese leather shoes next year, but some companies have revealed that the EU is currently investigating Chinese leather shoes illegally passing through Macao, which will affect the adjustment of anti-dumping duties.

In October 4, 2006, the European Union investigated Macao's re export shoes, and the European Union ended the months long dispute. It decided to impose a 16.5% anti-dumping duty on Chinese leather shoes in October 6th, but the deadline was shortened from 5 years earlier to two years.

The 15 month anti-dumping investigation amounted to US $700 million.

However, it is not known whether the EU will adjust the anti-dumping duty after October next year.

Zhou Shijian, executive director of the China WTO Research Association, said that because the EU is under domestic pressure, the deadline will be reduced to 5 years from the time stipulated by the law, so it is not clear whether the review will be conducted according to the law two years later.

Wang Ying, Secretary General of the China footwear import and Export Chamber of Commerce, said yesterday that the chamber of Commerce has not yet heard any further information. It is not clear whether the EU will adjust the anti-dumping duty after October next year.

Liu Kun, general manager of golden shoe industry, expressed pessimism about exports next year.

He said that at the moment, the EU is investigating Chinese leather shoes passing through Macao. If the survey results are bad, the export of leather shoes to Europe by the end of next year may also face anti-dumping duties.

Over the past year, the export of leather shoes to Macao has started to increase significantly. The EU suspects Macao can increase its capacity in a short time.

The European Union believes that after the road to China's leather shoes exports to Europe was blocked, some enterprises tried to buy Macao's related institutions and change the property of "made in China" to "Macao made" to avoid 16.5% of the anti-dumping duty.

The shoe companies at the Canton Fair also reflected that the order for leather shoes in Europe was about 20% lower than that before taxation, and the price of Chinese leather shoes after the anti-dumping duty increased by at least 10% in the European Union.
