The product safety board is now revising the acceptance clause for the flammability test certificate for children's textiles, so that the tested and certified garment textiles need not be subjected to unnecessary repeated testing.


In August 2010, the Consumer Product Safety Commission issued a notice.

The standards and procedures for the accreditation of the 16 party CFR (Part 1610), the standard for the flammability of textiles, and the lifting of the order for testing and certification of the products of the child are removed from the third party.

It is necessary to accept the test of the third party qualified accreditation body approved by the Consumer Product Safety Commission and issue the certificate of conformity according to the test results.


In addition, the consumer product safety commission will receive retroactive testing under various circumstances or the tests conducted by the third party eligible accreditation bodies prior to the accreditation of the Committee.

For example, the tests should be conducted on or after August 18, 2010, and the third party accreditation bodies must be recognized by the committee before October 18, 2010.


According to the Consumer Product Safety Commission, based on the characteristics of the garment industry, there may be a great time gap between cloth testing and clothing making. Therefore, some products may need to be tested again if they are not qualified before the accreditation laboratory is accredited.

To reduce repeated tests, the consumer product safety committee will accept the tests conducted by the third party accreditation bodies before they are accredited according to the following circumstances.


The third party eligible accreditation bodies have obtained ISO/IEC17025 certification from the signing members of the multilateral accreditation agreement of the International Laboratory Accreditation Cooperation Organization.



The application of the 16 CFR part 1610 test method was accepted by the third party conformity assessment agency and accepted by the Consumer Product Safety Commission on or before November 16, 2010.


The product was tested by 16 CFR part 1610 on or before August 18, 2009.



At the time of testing, the effective certification scope of the third party accreditation bodies clearly includes the 16 CFR part 1610 test.



The test results show that the product is in line with the applicable standards and / or regulations.
