Intellectual property rights protection has always been a key monitoring content in customs import and export supervision.

But now this is starting to change. The reporter recently came from Hangzhou.

It is learned that according to the statistics, the number of suspected infringing goods seized in Yiwu has been higher than that of the United States, Germany and Japan.


At the customs inspection site in Yiwu, Pan Liang, a customs officer, opened a check record to show reporters. On the day of April 22nd alone, he seized three batches of export goods that infringed the intellectual property rights of domestic brands.

He told reporters that in the past inspection, most of the counterfeit export products were internationally famous, but in the recent two years, the export commodities that had infringed on the well-known export brands increased significantly.


Moreover, it is worth mentioning that in the goods seized by Customs for infringement of intellectual property rights of domestic brands, not only are "Wuliangye" liquor, "tiger head" flashlight, "Hongxing Erke" sports shoes famous, but also "small brands" such as "Bai Cao Yuan" poker and so on.

Pan Miaomiao, a member of the Yiwu Customs Intellectual Property Division, told reporters that when making the identification of cargo infringement, we often see some "raw faces". All of them are small and medium-sized state-owned brands, which account for about 60% of the infringement of intellectual property goods of independent brands.


The hardest part of breaking through the international market is to break out of its own brand name.

Therefore, in the face of increased infringement, our province's self-protection consciousness has been enhanced.

As far as Yiwu is concerned, since the first enterprise to apply for intellectual property protection customs filing in 2005, 29 local enterprises in Yiwu have applied for intellectual property protection registration to the customs, of which 18 have been successful since 2009.


The new trend of intellectual property protection in Yiwu is also applicable to other parts of our province.

A Hangzhou customs official told reporters that in 2010, the Hangzhou customs area (except Ningbo) investigated the cases of infringement of intellectual property rights, and infringed the domestic independent brands, accounting for more than 1/5, ranking only second after the United States.


Why does the infringement start to favor the state-owned brand? For this reason, the Hangzhou customs official thinks that from the angle of protecting intellectual property rights, customs will treat the customs no matter whether they infringe foreign brands or local brands. However, the increase in the number of cases infringing domestic brands also reflects from one aspect that the export consciousness of independent brands including our province has increased significantly in recent years, and the appeal of independent brands in the international market is also increasing. Therefore, the criminals have begun to infringe the intellectual property rights of domestic brands as new targets.


And reporters also learned that in the Ministry of Commerce's focus on cultivating independent export brands, the province's brand accounted for 1/4.

After the financial crisis, with our province's enterprises speeding up the establishment of foreign marketing network, the export of our own brand has accelerated markedly.

The sample survey shows that nearly 20% of the enterprises exported in our province are independent brands, and the proportion of enterprises with export brand names in Zhejiang has reached 1/4.

The number of cases of infringing domestic brands is increasing, and our province's customs supervision has also increased. The reporter has learned that at present, Hangzhou customs has signed a memorandum of cooperation with Ningbo customs to protect intellectual property rights and jointly crack down on infringement.

At the same time, the Hangzhou customs also strengthened cooperation with the public security economic investigation departments. The two sides have established a long-term mechanism for the intellectual property rights related crime clues notification and liaison. Recently, 19 cases have been formally reported to the Provincial Public Security Bureau.
