Enterprises will bear the brunt of the impact.

According to the statement issued by the government of Turkey, textile products including 13 tax numbers, including cotton, wool and chemical fiber woven fabrics, will face increased import tariffs. The safeguards plan is to complete the investigation within 9 months, if it is necessary to extend it for another 2 months.

This is the restrictions imposed by the Turkish side on the global fabric suppliers launched after the lifting of the restrictions on the import of Chinese textiles in 2008.

According to the type of state, Turkey will divide three tariff collection ranges: the import tariffs on developing countries will be increased by 28% on the original basis, but the maximum tax rate should not exceed 4 dollars / kg, the lowest is 1 dollars / kg; the least developed countries, 21% of the benefit from special agreements, will not exceed 3.75 US dollars / kg, the lowest 0.75 US dollars / kg; the 30% increase to other countries, the maximum not more than 4.25 dollars per kilogram, the lowest 1.25 U. S. dollars / kg.

Zhou Shijian, a business commentary expert of the Ministry of Commerce, told reporters yesterday that in the case of a slight improvement in the situation of trade and friction in China's textile and clothing exports, Turkey launched trade remedy measures again, which has the biggest impact on China, the largest textile producing country in the world.

China is the largest supplier of fabrics in Turkey. According to China Customs statistics, products involving 13 tax numbers exported 350 million US dollars to Turkey in 2007, down from the financial crisis in 2008, and fell to 300 million US dollars in 2009, while in 2010, it recovered rapidly and increased. The 1~11 export volume reached 490 million US dollars, up 86.39% over the same period last year, and Turkey ranks eleventh in China's export market.

Reporters learned from the China Textile Import and Export Chamber of commerce that the chamber of Commerce has followed up the policy changes in the mainland in a timely manner, and has begun to collect relevant issues and opinions of the relevant Chinese textile export enterprises. At the same time, it has actively negotiated with the Chinese government and the Turkish side, and has suggested that the relevant export enterprises fill out the questionnaire in Turkey, and if there are conditions, they can participate in the local government's hearings.

The head of a large textile enterprise in Guangdong told reporters yesterday that exports to Turkey accounted for a small proportion of the company's total exports to the world. But considering the long-term development, they are ready to take part in the lawsuit.
