The 2009/563/EC resolution effectively replaced the 2002/231/EC resolution.

The footwear eco label application submitted between July 1, 2009 and March 31st -2010 can be based on any of the above resolutions.

However, since April 1, 2010, only the criteria in the 2009/563/EC resolution can be used to evaluate and award the EU eco label for footwear products.


The review of the standard is carried out in accordance with the regulations (EC) 1980/2000, which stipulates that the licensing standard of each product group must be revised within the validity period.

The standard drawn up by the European eco labelling Committee (EUEB) is valid until July 4, 2013.


For ease of management, the footwear product group is numbered as "017".


Impact on footwear manufacturers


The purpose of the new standard is to promote more durable and less environmentally friendly footwear in the European Union.

The occupational safety footwear shall be in accordance with the directives of the Council 89/686/ EEC, with the EC logo, while all other footwear shall meet the requirements of flexural resistance, tear strength, abrasion resistance, color fastness and toxic chemicals. These requirements are stated in resolution 2009/563/EC.


According to the new regulation, the EU eco label only grants products that do not contain any electrical or electronic components. In addition, the product must comply with the specific restrictions on the emissions of toxic residues and volatile organic compounds according to the new regulations of TUV.

In addition, manufacturers must declare the amount of energy consumed for the production of footwear and at least 75% of recyclable materials (carton packaging and 100% recycling) in the final product package.


The resolution allows the competent authorities to consider the implementation of approved environmental management plans, such as environmental management audit rules (EMAS) or ISO 14001, when evaluating the application of eco labels and compliance with monitoring standards.


Attention should be paid to the hot spots of international EU inspections at any time, and timely understanding of new laws and regulations will be focused on.
