AQSIQ Qualified Rate Of Product Inspection Last Year Dropped 1.2% Compared To The Same Period Last Year.

In 2015, the AQSIQ implemented the Central Committee's major strategic plans for adjusting the economic structure, deepening reform and improving people's livelihood, and the requirements of energy conservation, emission reduction, quality improvement of key products and protection of rights and interests of women and children. Adhering to law administration, focusing on the work principle of "quality, safety, development and quality inspection", 8 major categories of product quality supervision, such as daily use and textiles, electronic and electrical appliances, light industrial products, agricultural means of production, machinery and security, electricians and materials, construction and decoration materials, food related products, and so on were carefully organized.

The following information is now made as follows:

The General Administration of quality inspection and inspection will continuously strengthen the inspection of the quality supervision of consumer goods and important industrial products, instruct all localities to continue to strengthen the handling of unqualified products and their production enterprises according to law, and urge unqualified enterprises to carry out the responsibility of the main body of quality and safety.

I. Basic Situation

(1) there are 191 kinds of products selected by the state throughout the year.

From nearly 5 years of random inspection, the pass rate of product sampling was 87.5%, 89.8%, 88.9%, 92.3% and 91.1% respectively, showing an overall upward trend of fluctuation. Although the percentage in 2015 decreased by 1.2 percentage points, the rate of passing through the State Supervision Examination reached more than 90% after last year.

Among them, supervision and spot checks on food related products were intensified in 2015. A total of 4338 batches of products produced by 3891 enterprises were sampled throughout the year, and the pass rate was 96.8%.

(three) from the scale of enterprise production, the number of large, medium and small enterprises sampled in the whole year accounted for 13.1%, 20.5% and 66.4% of the total number of spot checks enterprises. Compared with the previous year's spot checks, the small and medium-sized enterprises increased the spot checks, the qualified rate of the products were 96.5%, 94%, and 89% respectively. The large enterprises increased by 0.7 percentage points compared with the same period last year, the medium-sized enterprises were flat, the small enterprises decreased by 2.3 percentage points compared with the same period last year.

(four) from the spot checks on the implementation of market access management, we have sampled 44 kinds of products that implement the production license management throughout the year, covering 10574 batches of products from 10012 enterprises, and the qualified rate of spot checks is 95.1%.

36 kinds of products were tested, including 2734 batches of 2710 enterprises, and the qualified rate of spot checks was 91.7%.

The pass rate of production license products and compulsory certification products increased steadily.

(five) according to the distribution rate of passing rate of different products, the product qualification rate of 100% in 2015 accounted for 12.6% of the total, which was 3.8 percentage points higher than that in 2014. The percentage of products with a pass rate of 80% or more accounted for 84.7% of the total, which was 0.8 percentage points lower than that in 2014.

Among the 191 products tested, 82 products were eligible for spot checks of over 90%, and 30 products were still below the 80% spot inspection rate. Among them, the qualified rate of vehicle satellite navigation equipment and induction cooker was the lowest, only 45% and 7.7% respectively.

Two, regional quality situation analysis

(1) the state supervision and spot check covers 31 provinces, autonomous regions and municipalities directly under the central government. Based on the product types and industrial distribution characteristics of spot checks, the sampling quantities in different regions are different.

The number of spot checks was larger in East China, central and South China, and North China. The number of enterprises surveyed in East China was the largest, accounting for 41.3% of the total number of spot checks in the country, and the number of enterprises in the western region was the smallest, accounting for 14.7% of the total number of spot checks.

From the perspective of administrative regions,

The number of enterprises in spot checks is the largest, accounting for 17.5% of the total number of spot checks, followed by Zhejiang (11.7%), Jiangsu (9.5%) and Shandong (6.5%).

(two) from the distribution of spot checks area, the pass rate of products in the eastern region was 90.2%, 1.9 percentage points lower than that of the previous year; the pass rate of products in the central region was 92.9%, which was 0.1 percentage points lower than that of the previous year; the qualified rate of product inspection in the western region was 92.8%, which was 2 percentage points higher than that of the previous year.

Three, product random inspection results analysis

(1) daily use and textiles.

In the year, 3067 batches of products produced by 24 kinds of 2984 enterprises were surveyed. The pass rate of spot checks was 87%, which was 1.2 percentage points lower than that in 2014.

Among them, the sampling rate of the 2 products of down garments and children's safety seats for motor vehicles is 100%; toys, cashmere knitwear, school supplies, knitted underwear, sportswear, baby carriages, wadding fabrics, motorcycle helmet helmets, bedding and fluffy cloth toys are 10 of the products, the passing rate is above 90%; children and infant clothing, travel shoes, leather shoes, women's underwear,

The qualified rates of the 5 products were 80% and 90%; sports shoes, cashmere knitted garments, casual wear (woven), travel bags, roller skates, back bags, and silk were 7, and the pass rate was less than 80%.

In the year, 3226 batches of products produced by 22 kinds of 3134 enterprises were surveyed. The pass rate of spot checks was 88.7%, which was 2.7 percentage points higher than that in 2014.

Among them, children's toothbrushes and precious metal jewelry 2 products pass rate of 100%; sofa, toilet paper, sanitary napkins, diapers, mahogany products, clothing, household solar energy hot-water system, household health insecticide products, spring mattress 9 products pass rate of 90%; 90% bicycles, electric bicycles, household gas stoves, fireworks, fixed glasses, wooden furniture, household gas fast water heaters, office chairs, household detergents, single arm operation Walker 10 products pass rate of 80% and 90%; children's furniture 1 products pass rate less than 80%.

(three) machinery and security products.

In the year, 2987 batches of products produced by 35 kinds of 2941 enterprises were surveyed. The pass rate of spot checks was 94.2%, which was 2.4 percentage points higher than that in 2014.

The qualified rate of the products of 19 kinds of products, such as gasoline, vehicle fuel, vehicle tyres, motor vehicle brake fluid, marine life vest, safety net, motor vehicle engine coolant, automobile pmission belt, dangerous chemicals package, safety helmet, volumetric air compressor, automobile safety belt, lock, fire hose, single-phase watt hour meter and automobile brake linings, is over 90%. The qualified rate of 8 products, such as explosion-proof electric machinery, woodworking machine tool, lathe, safety belt, mine sensor, organic heat carrier, RMB discriminator and valve, is between 80% and 90%; the pass rate of 2 kinds of products of vehicle urea water and single cylinder diesel engine is less than 80%. Among them, the thermal energy (quantity), portable dry powder extinguishers, cold water meters, motorcycle tires, membrane gas meters, automotive interior materials 6 products pass rate of 100%.

(four) electronic and electrical appliances.

In the year, 1863 batches of products produced by 33 kinds of 1817 enterprises were surveyed. The pass rate of spot checks was 79.3%, which was 7.3 percentage points lower than that in 2014.

In the year, 5226 batches of products produced by 29 kinds of 5120 enterprises were surveyed. The pass rate of spot checks was 92.2%, which was 1 percentage points higher than that in 2014.

Among them, the pass rate of feed mill, insecticide lamp and slow release fertilizer was 100%; the qualified rate of 8 kinds of products, such as agricultural film, phosphate fertilizer, pesticide, agricultural urea, plant protection machinery, compound fertilizer, threshing machine and corn combine harvester, were higher than 90%; the qualified rate of 2 products of submersible electric pump and hay cutter was between 80% and 90%; and the qualified rate of 1 kinds of products in drip irrigation belt was less than 80%.

(eight) food related products.

In the year, 4338 batches of products produced by 10 kinds of 3891 enterprises were surveyed. The pass rate of spot checks was 96.8%, which was 1.7 percentage points lower than that in 2014.

Among them, disposable bamboo and wooden chopsticks, adiabatic molded polystyrene foam, food rubber products, aluminum easy cover 4 products, the pass rate was 100%; food plastic packaging, containers, tools and other products, industrial and commercial electric food processing equipment, aluminum-plastic composite membrane bag, the pass rate were higher than 95%; dishwashing detergent, wine bottles 2 products, the pass rate between 90% and 95%; food paper packaging, containers, the passing rate of less than 90%.

Four. Follow up results analysis

(1) tracking of products.

Judging from the tracking and checking situation, in 2015, there were 102 kinds of products that were sampled more than 3 times in the past 5 years, accounting for 53.4% of the total annual spot checks.

Among them, motor vehicle brake fluid, cement, safety net, vehicle gasoline, room air conditioner, sanitary napkin, diaper, bedding, insulation polystyrene foam plastic, membrane gas meter, vehicle diesel and other products for 3 consecutive years, the passing rate of inspection remained above 95%.

In 2014 and 2015, there were 114 kinds of tracked spot checks, of which 79 products had passed the spot check rate, with an average increase of 6.6 percentage points.

Compared with 2014, the largest increase in the passing rate of spot checks was the increase of 36.3 percentage points in plush cloth toys. In 2015, the electromagnetic compatibility test items were added to the electromagnetic stove products, which led to a substantial decline in the passing rate of spot checks, which was 72.3 percentage points lower than that in 2014.

(two) follow up checks by substandard enterprises.

Among the 1419 unsuccessful enterprises that had been selected for spot checks, 350 enterprises were no longer producing similar products or ceased production or shut down, accounting for 24.7% of the total number of follow-up checks. Among the 1069 enterprises actually sampled, 886 enterprises were eligible for spot checks, accounting for 62.4% of the total number of follow-up checks; 183 of them failed in successive two tests, accounting for 12.9% of the total number of follow-up checks.

Tracking and sampling results showed that the quality and technology supervision departments in various places strictly dealt with the problems found in spot checks, and urged the production enterprises to rectify and rectify them. They played a role in urging enterprises to fulfill their main responsibilities, standardize production and improve product quality.
