Severe Foreign Trade Situation, Three Pressures Affecting Export Growth

The daily economic news reporter combed several major foreign trade enforcement policies recently, and found that in the policy focus of stimulating foreign trade, the government has been overweight in "facilitation" and "liberalization", changing the central and local sharing mechanism on exports, establishing a positive list of charges, and further improving trade facilitation.

In the import and export links, the fetters of foreign trade enterprises have been gradually loosened. In 2014, a number of opinions on "supporting stable growth of foreign trade" were put forward in 2014. "Rectification and standardization of import and export links of operational services and charges and lightening the burden of enterprises" were put forward. In March 4th this year, the State Council issued the notice on improving the mechanism of export tax rebate burdens. It was clear that the export tax rebates from January 1, 2015 were all borne by the central government, and the export tax rebate base, which was originally borne by 2014, was fixed on the central level.

And in the national teleconference of foreign trade work, it also put forward measures to strengthen the import and export charging regulation, that is, establish a "positive list" system for charging items.

However, this year's 1~5 foreign trade data is still hard to say.

Shen Danyang believes that in terms of exports, external demand continues to be sluggish, traditional competitive advantages are weakened, and the currencies of some major market countries have been substantially reduced against the US dollar. This has become the three biggest pressure facing the steady growth of China's exports. In the first 5 months, when the exports of all major economies and emerging market countries are all negative growth, China's foreign trade accumulative exports still maintain hard won positive growth. In fact, it benefited from the positive role of the series of policies of the State Council.

Under the concept of "Internet + +", foreign trade has also been given high hopes.

During this year's "two sessions", Gao said that this year will continue to develop and encourage new export marketing models, such as international e-commerce, market procurement, comprehensive foreign trade service companies, etc.

The executive meeting of the State Council in June 10th pointed out that promoting the healthy and rapid development of cross border e-commerce is conducive to the expansion of the "Internet + + foreign trade".

We should promote the upgrading of the open economy and create a new economic growth point.

It is revealed that the Ministry of commerce is working with relevant departments to formulate new measures to help enterprises develop their foreign trade.

It is understood that enterprises now reflect more needs.

Measures to promote mainly exist in three aspects. First, the various charges for import and export links should be further reduced. Some relief policies have been fixed, but they are not implemented well enough. They should continue to advance. Two, financing difficulties and high financing problems have not yet been well resolved. Three, trade facilitation, which is related to the business environment, including cross-border e-commerce, hopes to have some further policies and measures.

The Ministry of commerce is trying to take measures in the light of these aspects.

China's customs data show that in the first 5 months of this year, the total value of China's imports and exports was 9 trillion and 470 billion yuan, 7.8% lower than the same period last year, and 7.1% of the total trade value of the largest trading partner, 1 trillion and 370 billion yuan.

With the decline of traditional import and export, cross-border electricity providers have become a new channel for China to push forward the development of foreign trade.

At the end of 2013, the Chinese government launched a pilot project on cross-border trade e-commerce services.

According to the Ministry of Commerce forecast, China's cross-border e-commerce import and export volume will increase to 6 trillion and 500 billion yuan in 2016, and the annual growth rate will exceed 30%.

Now, the policy is also trying to help the foreign trade station to have the "Internet +" draught.

The State Council executive meeting put forward that China will optimize the customs clearance process, implement the tax refund and exemption policy for cross-border e-commerce retail export goods, encourage cross-border electronic payment, encourage foreign trade comprehensive service enterprises to provide customs clearance, warehousing, financing and other services for cross-border e-commerce; encourage cross border e-commerce retail export enterprises to expand their marketing channels through overseas warehouses and experiential shops, so as to cultivate their own brands and self built platforms.
