Russia and the West are facing a new situation in the World Trade Organization (WTO) because of the Ukraine sanctions crisis.

This is the first time that the WTO members with large counterattack capabilities have been imposed economic sanctions.

Politics

The countries involved in motivation sanctions are completely at another level.

We can recall the sanctions imposed on Argentina by the western countries for the conflict in the malware islands, or the sanctions imposed on Yugoslavia in the 90s of last century. Their influence on the international arena is different from that of Russia.

In response, Russia issued a presidential decree banning the importation of agricultural products and food from a series of countries. The name is "special economic measures to ensure the safety of Russian Federation".

world

The establishment of trade organizations is based on the general agreement on Tariffs and trade (GATT). The twenty-first article of the agreement is "safety exception", stipulates that any member state has the right to take any action it considers necessary to protect its basic national security interests, or "action taken in other emergency situations in wartime or international relations".

There can be different interpretations of this statement. Each country will explain its security interests in its own way, and many situations can be called "an emergency in international relations".

In explaining the reasons for adopting the anti sanctions measures, Putin stressed: "in our own WTO accession agreement, we have the right to take restrictive measures when we need to safeguard national security interests.

The West restricts the Russian agricultural bank from obtaining loans from international banks.

Meaning

In fact, they actually create more favorable conditions for their goods to occupy the Russian market, so our counter-measures are well founded. "

The sanctions war came from the very beginning with a statement that one side brought the sanctions taken by the other side to WTO.

Russian Prime Minister Medvedev and Minister of economic development Uyu C Jef made such statements after the first bell rang, when the Obama government decided to exclude more Russian banks from the Visa and MasterCard payment systems.

The European Union has threatened to sue Russia's actions, but neither side has taken any action at all, nor will it do so in the future.

Each side claimed to abide by the WTO rules in the sanctions war.

But even if it proves that its actions are in line with the written provisions of the agreement, the violation of the spirit of the agreement is obvious.

The decisions adopted by the state are totally subordinated to political logic. Competition is not economic but has strategic and geopolitical nature, and economic governance institutions become the stage or tool for such confrontation.

Everyone is thinking that things should not be like this.

The precondition for WTO to base itself in twenty-first Century is that no large-scale political confrontation will take place in the world.

Economic friction should be resolved in the WTO and other similar institutions, and the interdependence of the global economy just covers the usual form of competition.

This contradiction appeared long before the Ukraine crisis.

The huge emerging economies, especially China's accession, pformed WTO from a like-minded organization to a different understanding of "equity".

In other words, there is a country that exceeds the critical point and seeks other ways of applying the original rules.

The founders of the global system began to face the fact that they created tools to help others succeed.

And when the economic competition between the great majority of the world's population is increasing, it will inevitably become a global political issue.

The development trend of us China relations is a good example.

The current situation in Russia has put the issue of Pan politicization in a clear position. In fact, Russia's geopolitical competition with WTO's Western partners has never stopped.

The sanctions against Russia prove that market determinism can be established only when the most powerful countries in the world do not intervene in the market with their political will. Once the country begins to intervene, the market factor must give way immediately.

If this logic continues to develop, the theoretical foundation of globalization is questionable, because other countries that do not follow closely the US route will naturally pay close attention to the development of events and try to imagine what their involvement in conflicts will be, and the direction of the United States is to advocate the establishment of preferential trade areas instead of the general trade rules.

Needless to say, it is precisely because of the stagnation of the WTO Doha round that the United States decided to launch the p the Atlantic trade and investment partnership plan (TTIP) and the p Pacific Partnership Plan (TPP).
