With the development and growth of the textile industry, the demand for imported cotton in Quanzhou has increased. Most of the imported cotton was originally transported from Shanghai and other major ports, and the import cost of enterprises was high. Since its operation, Quanzhou Jinjiang Land Port has been committed to building the Haixi Import Cotton Trading Center. From January 2012 to September 2013, 257 batches of cotton were imported from Uzbekistan and the United States, with a weight of 14500 tons and a value of US $31.13 million, and the import volume was increasing.

From the inspection and quarantine of imported cotton across the country in recent years, it is common that the grade, length, micronaire value, strength and other indicators do not meet the requirements of the contract, and mixed with impurities, pests and other situations occur frequently. Previously, there was no special import and export cotton laboratory in Fujian Province, and the samples needed to be sent to Guangdong, Zhejiang and other places for inspection, which caused problems such as longer customs clearance time and increased costs for enterprises.

For this reason, Quanzhou Entry Exit Inspection and Quarantine Bureau actively sought approval from its superiors to build the first import and export cotton laboratory in Fujian Province, planned from a high starting point and built at a high standard, introduced the US Uster HVI1000 large capacity cotton fiber tester representing the international advanced level, and has the ability to detect all grade items such as cotton length, breaking strength and micronaire value, It has passed the CNAS accreditation and CMA accreditation, and can detect 50000 to 100000 tons of imported cotton annually.
