Second, continue to promote cooperation in the fields of oil, natural gas, nuclear energy, coal, electricity, water conservancy and environmental protection. Third, make new breakthroughs in high-tech cooperation, focus on promoting joint R&D and innovation, and transform more scientific research achievements into advanced technologies and products. Fourth, actively implement and improve the Outline of Cooperation between Northeast China and the Russian Far East and East Siberia, do a good job in cross-border infrastructure construction, strengthen communication and coordination, and promote common development and prosperity in border areas.
