Experts say the shop tax is not yet mature.


Although the online tax levy seems to have settled, the online shop can not always live in a "tax free" zone.


Almost at the same time, at the end of June, the Wuhan online commodity trading supervision network was put into operation.

According to the relevant person in charge of the Wuhan industry and Commerce Bureau, the online shop operator who has been registered for business registration can log in to the website for free to apply for the electronic identification of the business license and affix it to its own online shop.

Although electronic labeling is based on voluntary application, there is no direct relationship with tax revenue, but the trend of government departments to normalize online stores is very clear.


Mao Zhibin, an e-commerce expert at Hubei University of Economics, thinks that from the perspective of industry, taxation is indispensable, but the conditions are not yet ripe.

Online shopping is a virtual economy. At present, the tax department can only deduce the amount of online store pactions according to the electronic payment tools such as Alipay; but this is not rigorous, and there is a large number of online payment, and there are few users who ask the shopkeeper for invoices.


Yan Qiao, Taobao's public relations department, said in an interview with the media that there are three kinds of Taobao shops: one is the individual seller who has not registered for business registration, the other is the personal online shop of the registered company, and the three is the online shop of the physical shop.

The latter two are different from the entity companies under the line. They should pay taxes according to law.

But for the first one, that is, the "pure individual shop", China has not yet introduced specific measures for levying taxes.


However, there are entity operators who believe that whether they are online stores or physical stores, as long as they are selling goods, they should pay VAT according to the Provisional Regulations of the People's Republic of China on value added tax.

If the private sellers who do not have business registration do not pay taxes, it is obviously unfair for the self-employed individuals who are paying taxes in small businesses.


Mao Zhibin said that at present, different provinces and cities have different attitudes towards online stores, and Hangzhou and other provinces do not collect taxes on Internet stores. Wuhan should be cautious when introducing policies in this area.

Under the circumstances of "difficult employment" for young people, we must attach importance to the policy of "starting employment with entrepreneurship", while online shops have great pulling effect on employment, consumption, logistics and other industries. We should see the pulling effect of online shopping on China's economy from the macro level.
