This is the largest adjustment in Guangdong since the establishment of the minimum wage guarantee system in 1994, with an average growth of 17.8% and an increase of 32.6%.
Since the minimum wage actually reflects the wage level of some migrant workers, raising the minimum wage means raising wages for migrant workers who do not meet the minimum wage standards.

Guangdong provincial labor and social security department will check the enterprises in Guangdong, such as Wang, who work hard, but the monthly salary of six hundred or seven hundred yuan or even five hundred or six hundred yuan of migrant workers can be found everywhere.
"Although the average wages of all regions in Guangdong are higher than the local minimum wage level, many migrant workers and other labor-intensive enterprises still have low wages."
Deng Yaojun, deputy director of the labor and wages department of the Provincial Department of labor and social security, said that the most direct beneficiary of raising the minimum wage is the low wage migrant workers.
Because of the "leverage of wages", the wages of other workers will also be adjusted accordingly.
Deng Yaojun explained that for example, a Guangzhou enterprise, the minimum wage of new employees is 700 yuan / month, skilled workers are 800 yuan / month, after the implementation of the new standard, the new staff at least pferred to 780 yuan / month, the wage system of enterprises must be improved accordingly.
For enterprises, there may be pressure in a short time, but in the long run, it will promote enterprises to improve their technological level and management level.

Reporters have learned that while workers generally welcome, some enterprises have reflected that the profit margins of enterprises are already small and under great pressure. Even the Hong Kong funded and Taiwan funded chambers of Commerce have applied for delayed execution.
In this regard, the provincial labor and social security department hall long Fang Chao recently convened a meeting of the Secretary of labor and Social Security Bureau of 21 cities in the whole province, and urged all regions to implement resolutely.
The office will conduct spot checks in the next two months.
Panyu, Huadu and Huadu rose 206 yuan. The minimum wage in Guangzhou was implemented in December 2004, of which Guangzhou city was 684 yuan / month, Panyu and Huadu were 574 yuan / month, Conghua and Zengcheng were 494 yuan / month.

From the industry perspective, the minimum wage standard has the greatest impact on Guangzhou's manufacturing, construction and other labor-intensive enterprises.
Take the manufacturing industry as an example, the Guangzhou City Labor and Social Security Bureau recently issued "Guangzhou 2006 labor market wage guidance price" shows that the average wage and median wage of all jobs are in line with the new minimum wage standard of 780 yuan / month, and only a small number of workers of a few jobs are less than 780 yuan.
Labor intensive manufacturing, catering and housekeeping services are at least 800 yuan / month.
The head of the Guangzhou labor and Social Security Bureau said that these two years had consciously raised their wage level under the pressure of survival, so the improvement of the minimum wage standard had little effect on Guangzhou's enterprises.
Individual labor-intensive enterprises choose to go far from home, which is also in line with the direction of Guangzhou's industrial restructuring.
Because of the standard of 780 yuan / month in Guangzhou, it is clear that the lowest social insurance premium should be paid by employees.
At present, the minimum personal payment standard in Guangzhou is about 130 yuan / month, that is, the earned income is about 650 yuan.
Experts think: "from the actual operation, this may be more conducive to the protection of workers' rights and interests."
In fact, before 2004, the minimum wage in Guangdong was also stipulated as a real income. However, many employers paid wages intentionally or unintentionally only according to the minimum wage standard, instead of paying the corresponding social security fee for their employees.
Therefore, starting from the last adjustment of the minimum wage standard, Guangdong has explicitly incorporated the lowest social insurance premium paid by the employees who originally should be paid separately by the enterprises into the minimum wage standard.

Overtime pay can not be included in the minimum wage. "It is worth emphasizing that the minimum wage standard is only a safeguard standard, not a distribution standard, nor a national statutory welfare and overtime wage.
Employers should not pay wages according to the minimum wage standards promulgated by the government.
Deng Yaojun, deputy director of the labor and wages department of the Provincial Department of labor and social security, has repeatedly stressed.
He said that from the survey, the most worrying thing is the problem of working hours. Many workers seem to get a salary of 1000 yuan a month, but in fact they work overtime more than 10 hours a day.
The provincial labor department has once found an unscrupulous enterprise, which is only 6 cents per hour overtime.
The so-called minimum wage standard refers to the minimum remuneration payable by the employer in accordance with the statutory working hours or the normal labor provided by the labor contract stipulated by law.
We should extend the allowances for working hours, wages, classes, night shifts, high temperatures, low temperatures, underground areas, toxic and harmful conditions, etc., and laws and regulations, as well as the welfare benefits of workers provided by the state, should be excluded.
Therefore, enterprises can not use the package to eat as an excuse to reduce wage standards, nor can they calculate overtime pay to the minimum wage.
